I'm sorry, I'm really new but I thought I should say this:
If we (you?) add too many references into the game, it will seem like a parody. So unless we want a parody, we should keep it at famous quotes and poems (like the ones mentioned above) and skimp on the memes.

Agreed. Which is why they have to make sense contextually, especially if the player doesn't know the source of the reference.

I have an idea that we don't need to include the quotes directly into the game. We could write them into the instruction manual as short profiles for the characters. Since Penumbra and Antares are important enough to have some kind of information given on them in the manual we could put their Hitler and Churchill quotes in possibly under a picture.
Speaking of parody, I think a good spin on Hitler's quote would sound like "What luck for men that rulers do not think."
